Public sector general and aged care
The fourth public sector wage increase of the 2024-28 EBA is due in the first full pay period on or after (FFPPOA) 29 November.
The majority of classifications will receive a 1.19 per cent rise, which will be the second pay rise this year. The total pay rise this year is between 3 per cent and 4.23 per cent (compounded) depending on your classification.
For the remainder of the agreement, pay rises are scheduled in May and November. All public sector nurses and midwives will receive a 28.4 per cent (compounded) wage increase by the end of the current four-year agreement. View the public sector wage tables.
St Vincent’s Private Hospitals
St Vincent’s Private Hospitals nurses and midwives received a 3 per cent pay rise from the FFPPOA 1 July 2025. This follows a 4.5 per cent EBA increase in February 2025.
Epworth Healthcare
The Fair Work Commission (FWC) approved the Epworth EBA on 16 June 2025. The first pay rise of 5 per cent came into effect from the FFPPOA 1 July 2025. A further varied adjustment increase will be paid from the FFPPOA 1 October 2025 to reach pay parity with public sector.
St John of God
Almost 91 per cent of nurses and midwives at St John of God voted to accept their employer’s EBA offer, which received FWC approval on 19 August 2025. It includes a 13.5 per cent pay rise over three years, with the first 5 per cent pay increase effective from the FFPPOA 1 July this year, plus a second varied adjustment pay rise to reach parity with public sector nursing rates from FFPPOA 1 October 2025. There are also additional uplifts for RN Grade 2, years 1 to 5. The EBA also includes significant leave improvements, new allowances and uplifts to existing allowances. And there is now a nurse/midwife staffing workload escalation process.
Aurora Healthcare (Brunswick Private and South Eastern Private)
The FWC approved the Aurora EBA on 12 August 2025. Aurora nurses have received their first pay increase of 1.05 per cent effective from the FFPPOA 1 March 2025 plus backpay. A second pay rise of 3 per cent is due from FFPPOA 1 October 2025.
Public sector mental health EBA offer agreed in principle, awaiting formal ballot
In August, all parties had endorsed the government’s public sector mental health offer including the non-nursing sections of the agreement. ANMF members endorsed the proposed mental health nurses EBA offer on 28 March and secured improved timings for mental health nurses’ wage increases in June.
The next step is to complete the drafting of clauses and ANMF is seeking additional meetings to expedite and complete this process. Once drafting is complete, the employer will organise a formal ballot of all employers. If the majority of those who vote endorse the agreement, it will then go to the Fair Work Commission for review and approval.
Once the agreement comes into effect, mental health nurses will receive two pay rises from FFPPOA 20 May 2025 and backpay.
EBA negotiations underway
ANMF is currently negotiating new EBAs across Victoria. These include:
Forensicare (EBA expired 31 December 2024)
Now that all parties have endorsed the public sector mental health offer, ANMF expects Forensicare negotiations to be expedited. Many of the public sector mental health outcomes will flow onto Forensicare members. At a bargaining meeting in late September, the Department of Health advised it would seek approval for an offer of settlement by the end of October. ANMF strongly supports the provision of an offer of settlement as soon as possible. In the meantime, discussions continue around the early intervention support team clause and staffing profiles on bed-based units.
The Bays (EBA expired 1 February 2024)
Negotiations paused in February* when members accepted an interim pay increase of 3.25 per cent FFPPOA 1 July 2024. Negotiations resumed in June 2025. The parties have reached agreement on a number of members’ claims including the phasing in of improved night duty penalties and superannuation to be paid on paid parental leave. Part-time employees who work weekends and weekdays will also receive the sixth week of annual leave from January 2027. The Bay’s most recent offer is 4% (July 2025), varied adjustment to reach public sector parity (July 2026) and varied adjustment to reach public sector parity (July 2027) with a $25 weekly adjustment. ANMF has lodged a bargaining dispute in the Fair Work Commission in response to management’s refusal to negotiate on its offer of a zero to minimal pay increase for enrolled nurses in 2026. *In the October Handover magazine we incorrectly reported negotiations were paused in May.
Healthscope (EBA expired 30 June 2025)
Despite Healthscope going into receivership in May 2025 it is important nurses and midwives in these hospitals maintain parity with the pay and conditions in the recent public and private EBAs. Negotiations are progressing.
Epworth Medical Imaging (EBA expired 28 February 2025)
Epworth Medical Imaging (EMI) members began protected industrial action in June due to their employer’s offer, which ignored their reasonable request for a lead apron allowance and a 4.5 per cent per annum wage increase. ANMF has lodged an intractable bargaining dispute at the Fair Work Commission. The first conciliation conference before Commissioner Susie Allison was held on 12 September and a second is scheduled in November. ANMF will meet with Job Reps on 6 October to work through the outstanding issues of wages, backpay and lead apron allowance.
Ramsay (EBA expired 30 September 2025)
ANMF commenced bargaining with Ramsay in August. The bargaining team includes Job Reps from Frances Perry House, Peninsula Private (Theatre), Shepparton Private and Ramsay Clinic – Albert Road. Among improvements members are seeking are public sector pay parity as well as allowances and leave provisions in line with the public sector; safe staffing provisions; the Registered Undergraduate Student of Nursing/Midwifery (RUSON/M) employment model; fatigue rostering principles and more.
Adeney Private Hospital (EBA expires 1 December 2025).
Negotiations have resulted in an in-principle agreement that will be put to a ballot of all employees.
Cabrini Health (EBA expires 31 October 2025)
Bargaining has also started with Cabrini Health. The ANMF bargaining team includes Job Reps from Malvern and Brighton campuses, with regular Job Rep meetings scheduled. After ANMF expressed concerns that Cabrini’s initial offer would leave members significantly behind the public sector and other private acutes at end of 2027, the employer provided a revised offer that contained improvements in wages for most classifications, though some Grade 3 and Grade 4 classifications are still below where they need to be. The employer is seeking to trade members’ entitlements for a wage increase. Negotiations are scheduled for 9 and 23 October. A members’ meeting is scheduled for 16 October.
Six ways to support your EBA negotiations
- Know your EBA. You can find yours in the member portal under the ‘My Membership’ dropdown menu via members.anmfvic.asn.au. Your EBA details your employment terms and conditions including your pay rates.
- If ANMF is negotiating a new EBA at your workplace, make sure you read your log of claims and talk about it with your colleagues.
- Become a delegate. Delegates (Job Reps and HSRs) are nurses, midwives and carers just like you. But they have specialised training and tools, provided by ANMF, to support their colleagues, and in the case of HSRs they also have legal protections to help you solve health and safety problems at work. Delegates are a key point of contact between ANMF and members. To nominate visit anmfvic.asn.au/reps.
- Attend meetings. Another key source of communication between the Branch and members is meetings. If you have questions or concerns, ANMF member meetings are one of the best ways to get answers. Attending meetings is also important if you want your voice to be heard during an EBA campaign.
- Read ANMF’s newsflashes, emails, publications and social media (Facebook, Instagram and TikTok @anmfvic). These are our direct line of contact with members on important matters in your workplace.
