Urgent EBA Update 10: Healthscope to release proposed enterprise agreement to employee access and ballot without ANMF agreement

ANMF (Vic Branch) has been informed that Healthscope will release their proposed enterprise agreement to nursing and midwifery employees today.

ANMF urges you to VOTE NO to reject the proposed agreement and continue your protected industrial action including the stop work rally on Thursday 20 November.

The dates for the employee ballot are as follows:

Vote opens: Friday, 21 November 2025

Vote closes: Thursday, 27 November 2025

The proposed agreement will be circulated for the access period of seven days from 14 November for you to review the agreement before the vote opens.

Why Vote No?

While ANMF has been able to achieve some good improvements in the Agreement, significant matters have not been agreed.

The key reasons to vote NO are:

1. The proposed enterprise agreement does not achieve public sector wage parity until July 2027, and then only for five months.

For the majority of classifications, rates will remain approx. 3.5% behind public sector rates from July 2025 and then remain approx. 2.5% until July 2027.  All other comparable private acute providers achieve parity by at least October 2025 and by the end of their Agreements are above the comparable public sector rate.

2. The agreement’s nominal expiry date is too late. This means members will remain well behind (more than 10% behind from November 2027) the rates of pay in the public sector and comparable private acute providers until at least April 2028.

Members at St Vincent’s Private, Epworth and St John of God will all be bargaining from July 2027 to maintain public sector parity in November 2027 (and will be doing this from a higher base than Healthscope employees).

3. Key staffing claims have not been agreed.

ANMF members sought that minimum staffing standards be contained in the Agreement and that nurses and midwives in charge would not have a patient allocation.  Healthscope have only agreed that After Hours Coordinators and NUMs (working the AM shifts) will not have a patient allocation effective from 1 July 2026 and that the in charge overnight at the Geelong Clinic (if occupancy is above 40 consumers) will also not have a patient allocation.

4. The proposed enterprise agreement contains the unfair salary packaging clause which provides the majority of any salary packaging benefit to your employer.

 All other Victorian nurses and midwives that work for not-for-profit private providers receive public sector comparable rates (or better) and receive the full benefit of salary packaging.

If you Vote Yes to approve this agreement it will operate until the end of March 2028.  To give us the opportunity to address these deficiencies and get Healthscope back to the negotiating table please VOTE NO.
