Mental Health EBA implementation in full swing

ANMF (Vic Branch) is pleased to report that all services covered by the 2024-28 Victorian Public Sector Mental Health Services Enterprise Agreement have now commenced the local workplace implementation committee (WIC) process, with most services having held multiple meetings.

WICs are an essential aspect of the enterprise agreement system because the work doesn’t stop when an agreement is approved by the Fair Work Commission. The next step is ensuring that the new and/or updated conditions are being implemented in workplaces.

For both the general public sector nurses and midwives agreement and the mental health agreement, there is a central implementation committee (CIC) for overarching statewide matters and unresolved local matters.

The statewide Mental Health Industry Implementation Committee (MHIIC) has been scheduled to commence on Friday 1 May. ANMF will be joined at this meeting by the Victorian Hospitals Industrial Association (VHIA), the Department of Health, and HACSU (the Health and Community Services Union) to discuss statewide escalation issues. Unresolved matters from local WICs will be escalated to the MHICC.

This group will also meet for the OHS Industry Working Group (outlined in clause 69A).

Among the issues to be addressed:

  • Backpay – most services have processed the backpay payments for nurses to 20 May 2025 and January 5 2026. ANMF is escalating where any service has not commenced delivering this backpay.
  • NUM and NP translations – if any NUMs haven’t transferred from the RPN4UM rate to the new 3 level structure, or any NPs to the second-year increment (if applicable), this will be raised at the WICs.
  • Community Discipline Mix – as per clause 57, employers are required to provide nursing data to unions each year on 30 March and 30 September. The WICs will be keeping a record of this.
  • Health and Safety Representatives list – As per clause 69E, a list of HSRs is to be provided on 30 March. If any workplace has not yet completed this, the WIC will follow up to ensure it gets done.
  • Additional EFT – Graduate Support Nurses and Parent Infant Units have additional EFT (if relevant) allocated in schedule 11 of the agreement. WICs are now monitoring how this EFT is recruited to and met.
  • Graduate Support Nurses – ANMF has asked for Victoria’s Chief Mental Health Nurse Anna Love to facilitate a discussion between the Pilot Employers (Peninsula, Barwon, Bendigo, Mercy, Eastern and St Vincent’s) and the additional employers who are due to receive allocated EFT from July 2026. The purpose of this discussion is to ensure consistent, successful implementation of the role across the state.
